JIB CEO Jay Parmar Steps Down and Andy Reakes is Appointed Acting CEO

The Joint Industry Board (JIB) has announced that Chief Executive Officer Jay Parmar will step down from his role in early March 2026, after six years leading both the JIB and the Electrotechnical Certification Scheme (ECS).

Since joining the industry in 2019, Jay has overseen a period of significant development and strengthening across the organisation. Under his leadership, the JIB and ECS have enhanced governance arrangements, advanced digital transformation, reinforced industry engagement, and further embedded competence and employment standards at the heart of the electrotechnical sector. Jay leaves behind a resilient and forward-looking organisation, well positioned to support members, operatives and industry partners in a rapidly evolving regulatory and skills landscape.

Following internal consultation and succession planning, Andy Reakes, currently Chief Operating Officer, will be appointed Acting CEO with effect from 4 March 2026. Andy brings extensive experience of the JIB’s governance structures, close working relationships with the ECA and Unite the Union, and a strong track record in advancing the skills and competence agenda across the industry. He has played a central role in strengthening ECS frameworks, supporting apprenticeship and Experienced Worker pathways, and leading digital modernisation initiatives.

A structured handover is already underway to ensure continuity, stability and sustained delivery for members and stakeholders. Andy Reakes said:

During this period, the JIB and ECS have made significant progress including strengthening governance, modernising systems and reinforcing our shared commitment to competence and high standards across the electrotechnical industry. I am proud to step into the role of Acting CEO and will focus on providing steady stewardship of the JIB Agreement and supporting our member companies. The organisation will continue to work collaboratively with the ECA and Unite the Union, as well as industry partners, to ensure we deliver value, stability and leadership for the sector.”
